text-indent: -36pt; text-align: left;"&gt;&lt;span lang="EN-US"&gt;&lt;span style=""&gt;            &lt;/span&gt;“Off-track”, basically the same, skating inside the markers or going inside the finish line when finishing.&lt;/span&gt;&lt;/p&gt;&lt;div style="text-align: left;"&gt;  &lt;/div&gt;&lt;p class="MsoNormal" style="margin-left: 36pt; text-indent: -36pt; text-align: left;"&gt;&lt;span lang="EN-US"&gt; &lt;span style=""&gt;            &lt;/span&gt;“Impeding”, blocking, charging or pushing another skater with any part of the body.&lt;span style=""&gt;  &lt;/span&gt;Interfering with another skater by crossing their path thereby causing contact that is deliberate.&lt;/span&gt;&lt;/p&gt;&lt;div style="text-align: left;"&gt;  &lt;/div&gt;&lt;p class="MsoNormal" style="margin-left: 36pt; text-indent: -36pt; text-align: left;"&gt;&lt;span lang="EN-US"&gt; &lt;span style=""&gt;            &lt;/span&gt;Basically the referees have agreed that if the passage is safe and clean then it is OK.&lt;span style=""&gt;  &lt;/span&gt;This then gives the skater the right to “protect their patch”.&lt;span style=""&gt;  &lt;/span&gt;The onus is still on the overtaking skater until they are level.&lt;span style=""&gt;  &lt;/span&gt;If the skater being overtaken acts improperly i.e. swinging an arm across to clock, that skater will receive a penalty.&lt;/span&gt;&lt;/p&gt;&lt;div style="text-align: left;"&gt; With the preliminary entries closing&lt;br /&gt;early in June we have had an early indication that at least four countries will be sending&lt;br /&gt;teams and some officials from overseas have accepted invitations to participate.&lt;br /&gt;In an effort to ensure that we could guarantee overseas participation, we structured the&lt;br /&gt;events to cover not only senior men and ladies but also ISU Age Groups A, B and C&lt;br /&gt;(skaters in age groups 17-19yrs, 15-16yrs, 13-14yrs). The New Zealand Selectors will&lt;br /&gt;this week, issue a list of NZ skaters who are eligible to compete and from which the&lt;br /&gt;selection will be made. They will also send out the criteria to be used.&lt;br /&gt;&lt;br /&gt;The selection of the New Zealand Team will be made following the Canterbury&lt;br /&gt;Championships on 28th May and the announcement will follow upon ratification by the&lt;br /&gt;Board of ISSNZ.&lt;br /&gt;&lt;br /&gt;A number of local officials have indicated that they are available to assist at the NZWG,&lt;br /&gt;as well as the National Championships and we are grateful for their cooperation.&lt;br /&gt;Accommodation for key officials will be available through the Winter Games&lt;br /&gt;organisers at two hotels which are sponsoring the event and Air New Zealand, also a&lt;br /&gt;sponsor, is subsidizing some of the air travel.&lt;br /&gt;&lt;br /&gt;The NZWG organisers will liaise with the team through the NZ Team Manager (yet to be&lt;br /&gt;appointed) concerning any details regarding the NZ Team. The former  world inline roller marathon champion and Winter Olympian who switched to ice 2  seasons ago broke 3 NZ records. Dobbin broke his own national record in the  5000m to finish 5&lt;sup&gt;th&lt;/sup&gt; in a time of 6:15:69. He then went one better to  finish 4&lt;sup&gt;th&lt;/sup&gt; in the 10000m with a time of 13:06:17 which smashed 10  seconds off his previous personal best. Dobbin also took over a second off his  1500m to record a time of 1:46:61.  His combined times which also included a  500m gave him a points total of 150.003, yet another national  record.&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family: 'Arial','sans-serif'; font-size: 10pt;" lang="EN"&gt;Dobbin now heads to Salt Lake City to compete in a World Cup 10000m next  weekend.
